Office of Labor Relations About Us: To provide public employees in Kansas with the right to collectively organize and negotiate conditions of employment with their public employers, the Kansas Legislature has enacted the Professional Negotiations Act (PNA) K.S.A. 72-5413 et seq. and the Public Employer Employee Relations Act (PEERA) K.S.A. 75-4321 et seq. Public school teachers are covered under PNA. PEERA covers employees with the State and its agencies and, in addition, employees within cities, counties, and school district (except for teachers) whose governing body has elected to come under the provisions of PEERA. The Secretary of the Kansas Department of Labor is statutorily responsible for the administration of the PNA. The Public Employee Relations Board (PERB) has responsibility for the administration of PEERA. The Board consists of five members appointed by the Governor and confirmed by the Senate. One member is a representative of public employers; one member is a representative of public employees; with three members representative of the public at large. Not more than three members are appointed from the same political party. The Executive Director of PERB and other staff members are provided by the Department of Labor to support the PERB and the Secretary in the administration of these public sector labor laws.
