Larry Karns
    

Project Sponsor - Director Larry Karns, after practicing law with the Topeka law firm of Glenn, Cornish, Hanson & Karns for 36 years, and after a year with McAnany, Van Cleave & Phillips, a Midwest regional law firm specializing in workers compensation defense, began his new career as the Director of the Kansas Department of Labor, Division of Workers Compensation, in 2012.

Karns is a 1972 graduate of the University of Kansas and a 1975 graduate with honors from the Washburn University School of Law. In addition to the practice of law, Larry served for several years as a hearing officer for state agencies and as a judge pro tem for the Topeka Municipal Court.

David Sprick     

Project Director - David Sprick is administrator of the Division’s Operations section which includes, Coverage and Compliance, Technology and Statistics, Self-Insurance and the Business Unit. David managed the Technology and Statistics unit from 2002-2011. Sprick has a PhD in Political Science from the University of Missouri and is a lecturer for the University of Missouri-Kansas City in the Department of Political Science.

Sheryl Linton
    

Project Manager - Sheryl Linton began working at the Department of Labor (DOL) in 1991 as an unemployment insurance claims examiner and was promoted to manage the El Dorado Job Service Office in 1993. In 1996, Linton was hired to manage DOL’s unemployment insurance programs in a four county area where she consolidated offices and cultures to form a functional team. She has been instrumental in the development and implementation of three unemployment call center solutions and was State Call Center Manager from 2008 to 2009.

Sheryl served as advisor to the State of Oklahoma during the reorganization of their unemployment call center services. She is past president of the Kansas Chapter of International Association of Workforce Development Professionals and is past Vice President of the El Dorado Chamber of Commerce. Linton has also been awarded the Secretary’s Award for Excellence and Over Achievers Award.

Robert Soria
    

Assistant Project Manager - Robert Soria is manager of the Division’s Technology and Statistics Unit where he has worked for ten years as principal author and lead analyst for the Division’s Annual Statistical report and the Kansas Closed Claims Study. Robert also assists with the management of the Kansas Workers Compensation claims Electronic Data Interchange system.

Robert has a master’s degree in Public Administration from Kansas University and bachelor’s degree in Statistics from Kansas State University. Robert also holds a Certification in Project Management Methodology from the Kansas Information Technology Office and a Kansas Public Manager Certification from the Kansas University Public Management Center.

Wayne Dirks
    

IT Project Manager - Wayne Dirks is an IT Program Manager for the Kansas Department of Labor (KDOL). He has thirty plus years of experience in project management, business analysis and UX design. Dirks was employed by NIC, a Kansas based e-government pioneer, for 9 years as the Director of Project Management. In addition to day-to-day hands on project management, business analysis and UX design work, he established the project management, business analysis and quality assurance processes and procedures for the company’s Kansas division.

Polly McCall
    

Technology Lead - Polly McCall has been working for the Kansas Department of Labor (KDOL) since 2011. She has been the primary developer on the Workers Compensation system for the entirety of her time here, and now serves as the Workers Compensation Team Lead. Prior to coming to KDOL, Polly was a consultant with Grace Consulting, a national mainframe technical support firm, with responsibility for team leadership and project management on a variety of projects for Fortune 500 companies and other large organizations.

Polly has a BA in Liberal Arts from Ottawa University with a concentration in Accounting and an MS in Business from the University of Kansas.

Vince Finney
    

Information Security Officer - Vince Finney graduated from Washburn with a BA in Communication. Prior to working for Office of Information Technology Services (OITS), he worked for Capitol Federal for nine years. He started as a teller, transitioned to the IT Auditor, then progressed to the Bank’s Information Security Officer. Certifications include: Security – 3 (CISA, CISSP, and CEH) Governance – 1 (GRCP). Finney retired from the Kansas Air National Guard in 2016 after serving for 20 years.
