The Kansas Department of Labor (KDOL), Workers Compensation Division has spent the last two years
preparing to undergo a comprehensive digitization project. This project is being completed in two phases:
planning (DigiComp) and implementation. DigiComp, the planning phase, was completed in October of 2016
with the selection and hiring of a vendor, CapTech Ventures, Inc., to build the new workers compensation

OSCAR Update – May 2017
Overall, the OSCAR project status is on track. CapTech’s and WorkComp Strategies’ staff were on site several weeks in the month of May. The detailed requirements for the first track were provided to the Work Compensation staff to review and provide feedback. The core project team provided the feedback with often a short turnaround. Track 1 development continues, including the user interactions (UI), along with the preparation for functional testing. Track 2 requirements are currently being drafted. Scope definitions and users stories for tracks 4 through track 14 are being reviewed by the subject matter experts (SMEs). Tracks are a grouping of user stories that are placed in a systematic order. You think of them as individual mini-projects within the Oscar project.
The preparation of the paper dockets for scanning was in full swing in May. During the week of May 10th, additional Workers Compensation staff volunteered to remove staples, paper clips, sticky notes and interest dividers into the paper dockets to prepare the files to be scanned. Starting July 1, 2017, the 2011 dockets will be scanned by BTCO, a Wichita digital document imaging company. Once scanned, the digital images will be uploaded to OSCAR, allowing easy access by the Workers Compensation staff.
