The Kansas Department of Labor (KDOL), Workers Compensation Division has spent the last two years
preparing to undergo a comprehensive digitization project. This project is being completed in two phases:
planning (DigiComp) and implementation. DigiComp, the planning phase, was completed in October of 2016
with the selection and hiring of a vendor, CapTech Ventures, Inc., to build the new workers compensation

OSCAR Update – January 2017
We are pleased to announce the name of the Kansas Department of Labor (KDOL) Workers Compensation
Divisions new system is OSCAR. OSCAR is an acronym for Online System for Claims Administration
Research and Regulation. The name was nominated by Matt Bryant of WorkComp Strategies.
CapTech is the selected vendor who will build OSCAR. CapTech’s staff was be on site at 401 on Jan 9 and
10 working with the project team and management to develop the project plan and schedule. Project meeting,
including the OSCAR kick-off, took place on Jan. 30, at the KDOL office in Topeka.
The OSCAR Communications Team will continue to provide monthly updates of the status of the project and
