The Kansas Department of Labor (KDOL), Workers Compensation Division has spent the last two years
preparing to undergo a comprehensive digitization project. This project is being completed in two phases:
planning (DigiComp) and implementation. DigiComp, the planning phase, was completed in October of 2016
with the selection and hiring of a vendor, CapTech Ventures, Inc., to build the new workers compensation

OSCAR Update – July 2017
July has been a very productive month for the OSCAR project. Track 1 has completed. Track 2 is in the user testing phase. Tracks 3 and 4 are being developed. The Kansas
Department of Labor’s IT staff visited CapTech’s Denver office for a week of onsite training. They are learning how to develop code for the new system, as well as, maintain
and work with OSCAR after CapTech has completed the build of the system.
Four OSCAR update meetings were presented to the Workers Compensation in Wichita, Lenexa and Topeka. These meetings could also be attended by webinar for those that were unable to be present.
Lorax, the digital imaging project, had its official kick off on July 21st. Shirley Hasting created the logo.
Staff continues preparing dockets for scanning. BTCO, a Wichita digitization company, picked up over 300 boxes on July 18, 2017, to begin scanning. These boxes contained the
2011 prepared dockets. Once those documents are scanned and approved through a quality assurance process, additional boxes will be picked up and scanned.
